Owen Keegan resigns as RTB chairperson

Owen Keegan has resigned as chairperson of the Residential Tenancies Board (RTB) with immediate effect.

He was appointed to the role in October 2024 and was due to remain in position until October 2029.

However, he has informed the board that he is stepping down less than two years into his five-year term for personal reasons.

The RTB said Mr Keegan served as chairperson during a time of “substantial progress and development for the organisation”.

In a statement, the board said his tenure included the RTB’s successful implementation of significant changes to rental law from March this year.

Mr Keegan served as Interim Director of the RTB from February to August 2024 before his appointment as chairperson.

The Minister for Housing, Local Government and Heritage will begin the process of appointing a new chairperson.

Mr Keegan previously served as Chief Executive of Dublin City Council from 2013 to 2023 and as County Manager with DĂșn Laoghaire-Rathdown County Council from 2006 to 2013.

The RTB thanked Mr Keegan for his contribution as he “steered the organisation through significant developments to deliver a well-regulated rental sector that meets the needs of both tenants and landlords”.

RTB Director Rosemary Steen said: “We thank Owen for his significant service to the Residential Tenancies Board over the last two years.

“Owen brought a wealth of experience and a long track record of public service to the RTB.

“He has made an important contribution to delivering a rental sector that works for the people of Ireland.”
