The State agency, the National Treasury Management Agency (NTMA), which is tasked with managing the State’s general debt, is to hire consultants to provide a high level review of its organisational structure and future capabilities.

In the NTMA’s invite to tender document, the tender states that “in light of the significant growth and evolution of the NTMA and its legislative mandates over the past 10 years, the NTMA intends to undertake a high level, corporate and operating model focused review of its organisational structure”.

The tender states that the NTMA’s mandates do not form part of the review.

One of the tasks of the NTMA is to manage the State’s gross debt which last year fell by €5.7 billion to €209.9 billion.

The businesses managed by the NTMA today include funding and debt management, the Ireland Strategic Investment Fund; the Future Ireland Funds, the National Development Finance Agency, newERA and the State Claims Agency.

The NTMA also provides staff and business support services to NAMA, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland.

The tender states that the purpose of the review is to assess whether the NTMA is optimally configured at a structural and enterprise capability level to continue to deliver on its mandates effectively and efficiently over the longer term – ie more than 10 years.

The tender states that it is expected that resources proposed to be engaged in conducting the review would be of a senior level with a depth of relevant expertise and experience.

The documentation states that the work will include a review of the NTMA’s current organisational structures, comprising the six business units; the three corporate functions; the executive management team structure and the board committee and executive sub-committee structures.

The tender states that the review is intended to operate at the top-line organisational level rather than at the level of individual roles, reporting lines, spans, layers, or detailed organisation design.

The tender states that the review should consider the extent to which the current organisational structures are optimally configured or whether any alternative structural configurations should be considered to position the NTMA over the longer term.

The tender states that the output of the review should comprise the identification and assessment of potential high level structural options for ensuring the NTMA’s organisational structures remain optimally configured to continue delivering its mandates efficiently and effectively over the longer term, and a clear articulation of the key organisational capabilities required by the NTMA over the longer term to support these options.

The tender also states that for each potential option identified for consideration, the advantages and disadvantages of each should be clearly set out, including potential implications for the NTMA.

The tender states further that following completion of the review stage, the successful tender will be required to submit a draft options report, including recommendations, to an NTMA Steering Committee.

The tender states that the “service provider” will then be required to present a final report to the board.

The tender states that bidders should note that the competition described in the request for tender is classified as a “Below EU Procurement Threshold” competition and the current threshold applicable is €216,000, excluding VAT.

The tender states that the “service provider” is also required to be available to subsequently present its final options report, and recommendations, to the NTMA Board which is anticipated to be in the first quarter of 2027.

The closing date for tender is 30 June.
