Staff at South Dublin County Council, who are members of the Fórsa trade union, are to take industrial action in a dispute over outsourcing.

The union has issued the council with notice of the work-to-rule which will commence on 24 March.

Workers will take part in lunchtime protests and will refuse to carry out a number of tasks as part of the dispute.

They will withdraw their engagement with councillors including the use of emails, phones and attendance by members at council meetings.

They will refuse to engage with meetings relating to outsourcing and will not deal with external private consultants or companies on the issue of outsourcing.

They will not undertake tasks associated with any vacant post or carry out the duties of a higher grade.

In a letter to the chief executive of the council, Fórsa Assistant General Secretary Maura Cahalan said the union remains available to discuss reasonable and legitimate requests for derogations.

“It also must be stressed that Fórsa remains available for meaningful and solution focused discussions,” she wrote.

Last month, union members at the council voted in favour of taking industrial action, up to and including strike action.

The dispute relates to the outsourcing of work by the council’s legal department, specifically, the engagement of external solicitors for debt recovery of rates arrears.

Fórsa claims that no meaningful engagement with management has taken place, despite the union’s efforts to do so.

South Dublin County Council said it would not be commenting on the matter.
